From 1993 until 2010, the plaintiff was the Police Commissioner of the defendant, the Incorporated Village of Floral Park. In 1999, the plaintiff signed a contract with the Village that provided that he was to earn $5,000 more than the highest-ranking lieutenant for each year that he served as commissioner.
