Petitioner is the owner of three multi-unit apartment buildings in the City of Albany — 61 Morris Street (also known as 67 Morris Street), 105 Morris Street and 32 South Allen Street. Although each building is located in an area zoned R-2A, which restricts residential uses to one- and two-family homes, each building also predates the enactment of the Albany City Code and, hence, qualifies as a preexisting, nonconforming use.
