Respondent Gerald JJ. (hereinafter the father) and respondent Colleen JJ. (hereinafter the mother) are the parents of two children, born in 2004 and 2005. In October 2009, the children were removed from the father's custody and placed in foster care as a result of his alcohol abuse and other issues. Petitioner thereafter commenced neglect proceedings against him and developed a service plan, including a requirement that he participate in alcohol abuse treatment...
