This proceeding arises from an incident on March 17, 2009 in the student center1 of Half Hollow Hills High School East in the Town of Huntington, Suffolk County, during which petitioner student R., a then-ninth grade student at the high school, stated to some fellow students and a teacher that he was "going to just blow this place up" and warned them...
