There are four motions before the court in this hybrid CPLR article 78/declaratory judgment action commenced by plaintiff/ petitioner (plaintiff) when he was pro se. (He is now represented by counsel.) The first is plaintiff's petition, which seeks (1) to declare invalid the finding of Police Chief Michael Sullivan on October 24, 2011 that Police Officer David Trois did not have to reimburse the Town of Clarkstown...
