On May 29, 2008, the employer's workers' compensation carrier requested that liability be transferred to the Special Fund for Reopened Cases pursuant to Workers' Compensation Law § 25-a. Ultimately, the Workers' Compensation Board transferred liability to the Special Fund effective May 30, 2006, which is two years prior to the date of the carrier...
