Three days after respondent Kira D. (hereinafter respondent) gave birth to the subject child (born in 2009), he was temporarily removed from respondent's custody and placed in petitioner's care (see Family Ct Act § 1021). Petitioner then commenced this proceeding alleging that the child was neglected by respondent and the putative father.
