The denial of petitioners' application for a certificate of no harassment was proper. The record shows that the Administrative Law Judge's (ALJ) finding that petitioners engaged in harassment, as the term is defined by Administrative Code of City of NY § 27-2093 (a), was supported by substantial evidence (see generally 300 Gramatan Ave. Assoc. v State Div. of Human Rights, 45 N.Y.2d 176
