Petitioner Hearst Corporation is the publisher of the Times Union, a daily newspaper that covers the Albany area. During an investigation, a journalist employed by the newspaper, petitioner Brendan Lyons, discovered that respondent had regularly issued "no fine" parking tickets to designated vehicles. He further learned that parking tickets issued to respondent's employees, "politically connected" individuals and their relatives were routinely voided...
