Defendant was the target of a narcotics investigation by the Broome County Narcotics Drug Task Force. During the investigation, Michael Clapp, a detective in the Broome County Sheriff's Office acting in an undercover capacity, contacted defendant on three separate occasions and made arrangements to purchase cocaine from him.
