Defendant owned a building and rented an apartment in it to plaintiff's family from 1990, before plaintiff's birth, until 1994, when plaintiff was just over two years old. In June 1993, plaintiff had elevated blood lead levels, which changed over time but generally continued to be elevated until after his family moved out of defendant's building.
