Petitioner, a prison inmate, was charged in a misbehavior report with numerous prison disciplinary violations after he engaged in a physical altercation with another inmate, ignored a correction officer's directives to stop such behavior and dropped an altered razor blade when the confrontation ended. At the conclusion of a tier III disciplinary hearing, petitioner was found guilty of engaging in violent conduct, creating a disturbance, assaulting an inmate, fighting, possessing...
