In 1984, while on parole from a manslaughter conviction, petitioner fatally stabbed a male acquaintance. As a result, he was convicted of murder in the second degree and was sentenced to 20 years to life in prison. In April 2008, petitioner made his third appearance before the Board of Parole seeking parole release.
