Respondent, the father of Paul Z. (born in 2003), was convicted in 2005 of manslaughter in the second degree for the death of the child's mother. In May 2004, respondent allegedly strangled the child's mother in the child's presence (and the presence of another older child of the mother). He then disposed of her body in a shallow grave where it was discovered about five months later. In the interim and very shortly after the disappearance of the child...
