In October 2005, respondent suffered a stroke resulting in expressive aphasia and dysarthria, which impact his ability to retrieve and articulate words, but he remains able to understand anything asked of or said to him. In addition, as a residual effect of the stroke, respondent suffered right-sided hemiparesis, or weakness on the right side of his body.
