In 1993, petitioner was convicted of manslaughter in the first degree and was sentenced to 7 to 21 years in prison. In July 2006, he was released to parole supervision. Thereafter, he was involved in a physical altercation with his girlfriend while he was intoxicated, after which he was arrested and charged with assault in the third degree.
