Under the parties' 2005 divorce decree, respondent (hereinafter the mother) was awarded sole legal and physical custody of their two daughters (born in 1996 and 1999). Petitioner (hereinafter the father) was granted telephone access at least once every 60 days and unlimited contact by mail. No visitation was awarded, mainly due to the father's incarceration for his conviction of robbery in the first degree, with his earliest possible release date occurring...
