{1} For more than thirty years, Petitioner Clifton Skidgel has been trying to get the attention of our state courts to correct his parole eligibility for the life sentences imposed on him after he pleaded guilty to four counts of first-degree murder on April 2, 1980. He now seeks a writ of certiorari from this Court to review the district court's summary dismissal of his most recent petition for writ of habeas corpus...
