{1} In this appeal, we review the district court's order denying Plaintiff's, County of Los Alamos (County), motion for summary judgment and granting Intervenor's, Los Alamos Firefighters Association Local # 3279 (Union), cross-motion for summary judgment. The district court determined that paramedic training contracts are subjects of mandatory bargaining and that the County may not unilaterally enter into such contracts...
