SUTIN, Judge.

{1} The City of Albuquerque (Employer) appeals from the Workers' Compensation Judge's (WCJ's) decision favoring Judy Chavez's (Worker's) choice of a health care provider over Employer's objection. We reverse.

BACKGROUND
