Plaintiff, Cargill Meat Solutions, Corp. (Taxpayer), challenges what is commonly known as a litter tax on the basis that the annual disbursements of litter tax revenues have not been properly appropriated by the Legislature. For the reasons set forth more fully in this opinion, the court rejects this position.
