In enacting the Temporary Disability Benefits Law (TDBL), N.J.S.A. 43:21-25 to -66, the Legislature sought to provide relief to workers who suffered involuntary unemployment and loss of wages due to illness or injury that was not covered by the Workers' Compensation Act (WCA), N.J.S.A. 34:15-1 to -128.5.
