William E. Newman, Jr. appeals from the October 30, 2009 determination of the Department of Labor's Board of Review, that affirmed a decision by the Appeal Tribunal for the Department's Division of Unemployment and Disability Insurance that, in turn, reversed a determination of the Deputy Director of the Division that Newman was entitled to benefits without disqualification.1
