The respondent, the State of New Hampshire, appeals a ruling of the Superior Court (Sullivan, J.) in favor of the petitioner, State Employees' Association of New Hampshire, Inc., SEIU Local 1984:(1) granting the petitioner's request for a writ of mandamus; (2) denying the respondent's motion to dismiss; and (3) granting the petitioner's request for declaratory judgment.
