In 1995, after D.H. attempted suicide, a mental health board initiated and obtained a mental health commitment. As a result of that commitment, federal and state law restricted D.H.'s rights to purchase and possess firearms. Decades later, D.H., pursuant to Nebraska statute, asked the mental health board to remove those firearm restrictions...
