Dennisca W. is the mother of six minor children who are the subject of a juvenile proceeding pending in the separate juvenile court of Lancaster County. She appeals from an order of that court, contending that its provisions with respect to visitation amount to an improper delegation of the juvenile court's authority to the Department of Health and Human Services (DHHS).
