Euelaunda L. Payne-McCoy was charged with one count of possession of crack cocaine with intent to deliver and one count of criminal conspiracy. The conspiracy charge, as instructed, was that Payne-McCoy allegedly conspired with Lawrence Carbon to distribute crack cocaine.
