This appeal involves a decision by the Nebraska State Patrol to require the petitioner-appellant, Frederick Skaggs, to register under the Nebraska Sex Offender Registration Act (SORA). After the State Patrol's decision, Skaggs requested a determination of the applicability of SORA to him, a hearing was held, and a hearing officer determined that Skaggs was required to register.
