The Lancaster County Mental Health Board (the Board) determined that D.H. is a "dangerous sex offender" within the meaning of the Sex Offender Commitment Act (SOCA)1 and should be committed for inpatient treatment. The determination was affirmed on appeal to the district court for Lancaster County.
