D.V. was convicted in 2002 of first degree sexual assault on a child. In October 2007, a petition was filed asking that he be found to be a dangerous sex offender pursuant to the Sex Offender Commitment Act (SOCA), Neb.Rev.Stat. §§ 71-1201 to 71-1226 (Cum. Supp. 2008).
