[¶ 1] Claimants appeal a district court judgment affirming Job Service North Dakota's decision denying them unemployment benefits. Because the plain language of N.D.C.C. § 52-06-02(4) only disqualifies claimants from unemployment compensation for employee initiated work stoppages due to a labor dispute, it does not apply to the locked out Claimants.
