[¶ 1] Jonathan Thomas Kasowski appealed the revocation of his driving privileges by the North Dakota Department of Transportation ("DOT") and the district court judgment affirming the revocation. Kasowski's driving privileges were revoked for four years after he refused to submit to a chemical test for intoxication.
