¶ 1 Petitioners appeal an order of the Thirteenth Judicial District Court, Yellowstone County, denying their motions for assessment of costs against Respondent Northwestern Energy and for an immediate temporary rate reduction, and remanding this matter to the Public Service Commission (PSC).
