¶ 1. Kay Tiblier, a resident of California, failed to pay the 2006 ad valorem taxes on real property in Jackson County, Mississippi. On August 27, 2007, Debra Davis purchased the property at a tax sale. Tiblier, who had been suffering from Alzheimer's disease, died on June 22, 2009. The chancery clerk mailed notice of the expiration of the redemption period to Tiblier's last known address on June 26, 2009. The notice was returned "unclaimed...
