Norman Seay and Nimrod Chapel (collectively "Seay") appeal a judgment entered by the Circuit Court of Cole County. The judgment rejected Seay's challenge to the official summary statement which is part of the official ballot title for House Joint Resolution No. 90 ("HJR 90").
