The State of Missouri, through the Missouri Department of Agriculture and the Missouri State Milk Board ("the Milk Board"), placed an embargo on all of the cheese produced by Morningland Dairy ("Appellant"), recalled all of Appellant's cheese, and subsequently sued to order the destruction of it.
