Brian Guyer pled guilty to violating a provision of Missouri's Sex Offender Registration Act ("SORA" or "Megan's Law"), § 589.414.1,1 by failing to report a change in his employment status to law enforcement authorities within three business days. Guyer now seeks to withdraw his plea. He argues that the requirement that sex offenders report employment changes within three days cannot constitutionally be applied...
