Matthew Horning appeals the denial of his petition to remove his name from the sexual offender registry. Horning contends the circuit court erred in applying the burden of proof under the sexual offender registry statute, Section 589.400.9,1 and abused its discretion in finding that he failed to prove a key element of his claim.
