Robert Ladd appeals the dismissal of his petition seeking judicial review of an adverse decision of the Board of Probation and Parole ("the Board"). The circuit court dismissed Ladd's petition, with prejudice, for lack of subject matter jurisdiction. Ladd asserts that the circuit court had jurisdiction to hear his petition under the Missouri Administrative Procedure Act, Chapter 536, RSMo (the "APA")....
