The state charged alleged "take-over" organizer Ayyoob Abdus-Salam with two counts of second-degree riot, armed with a dangerous weapon. The charges rested on the state's theory that cars are dangerous weapons during planned intersection takeovers where some participants spin their cars in "donuts" dangerously close...
