Appellant challenges dismissal of its petition for writ of quo warranto under Minn. R. Civ. P. 12.02(e), arguing that the commissioner of natural resources exceeded his authority, pursuant to Minn. Stat. §§ 83A.01-.07, in changing the name of Lake Calhoun to Bde Maka Ska.1
