Wallace Beaulieu, an enrolled member of the Leech Lake Band of Ojibwe, was civilly committed to the Minnesota Sex Offender Program ("MSOP") in 2006 as a Sexual Psychopathic Personality ("SPP") and a Sexually Dangerous Person ("SDP"). Beaulieu is currently confined to the MSOP secure treatment facility in Moose Lake, Minnesota, operated by the Minnesota Department of Human Services...
