Relator challenges the City of Lino Lakes City Council's order for the destruction of his dog after its declaration as a dangerous animal under the Lino Lakes Code of Ordinances. Because the city's declaration of the dog as a dangerous animal is predicated on the dog's earlier declaration as a potentially dangerous animal, which the city's ordinance provided no meaningful opportunity...
