With its enactment in 1976 of the Open Meetings Act (OMA), MCL 15.261 et seq., our Legislature required that meetings of public bodies occur in the open. The accountability that comes with openness would be thwarted, however, if the public was not timely made aware of a meeting or if there was no penalty for violating the act...
