On the one hand, pepper spray causes extreme burning, blinding of the eyes, and paralysis of the larynx, just to name a few of its intended debilitating effects. Each of these would qualify as an injury to a person, as that term is commonly understood. On the other hand, pepper spray's debilitating effects are almost always temporary...
