Respondent, Pontiac School District ("school district" or "district"), appeals as of right the decision by the Michigan Employment Relations Commission (MERC) finding in favor of the charging party, Pontiac Education Association (PEA), and against the school district, with respect to the PEA's unfair-labor-practice complaint.
