[¶ 1] Paul A. Dyer appeals from a judgment entered in the Business and Consumer Docket (Horton, J.) pursuant to 5 M.R.S. § 11007 (2012) and M.R. Civ. P. 80C that affirmed the decision of the Superintendent of Insurance revoking Dyer's licenses and ordering him to pay civil penalties and restitution for violations of the Maine Insurance Code.
