Woodard, who operated a returnable bottle redemption center, was convicted of theft by deception (Class B), 17-A M.R.S. § 354(1)(B)(1) (2012), for turning over empty beverage containers that were not from beverages purchased in Maine and accepting deposit refunds and handling fees from Maine beverage distributors for those containers.
