Francis appeals from a summary judgment entered in the Superior Court (Washington County, Hunter, J.) in favor of Colleen Dana-Cummings, the Passamaquoddy Tribe (the Tribe), the Pleasant Point Passamaquoddy Housing Authority (PHA), and five of the PHA's commissioners (collectively, the Tribal Defendants).
