Brandon Sykes ("Sykes") and Jessica Feldmeier ("Feldmeier") were arrested after police discovered packages of controlled dangerous substances ("CDS"), heroin and fentanyl, tucked between the driver and passenger seat of Feldmeier's car. Neither Feldmeier, the driver, nor Sykes, the passenger, claimed ownership of the drugs at the scene...
